Call to Order by President Garrett Deakin at 7:00 and Pledge of
Allegiance, Attendance, motion to accept minutes of last meeting
by Rich B, 2nd by Larry, accepted.
Garrett
thanked Gary Kreppert and the Springfield Ski & Boat Club for
hosting our meeting this evening.
Jim-Treasurers
Report: Summary included 435 paid members, a record and bests
Garretts goal and last years attendance at 413. Written
report distributed. Motion by Vicki to accept report, 2nd by Melinda,
motion approved.
No
representation all year from Todd Renfros office or CWLP.
They are invited to every meeting. A special city council meeting
had been called for this evening, therefore, Alderman Edwards was
not in attendance.
John Shea, Springfield Police Department (341-5180) was not
in attendance but did sent an email with information on criminal
activity on and near the lake. There was a burglary on Cottage Grove
where about $1,400 worth of tools was taken. Four people reported
a suspicious looking truck but no one obtained the license plate
number. Another burglary was confirmed on Wienold Lane. Electronics
equipment among other items was taken. John Shea thanked everyone
for reporting any usual activity and asked for all to continue to
do so. Please be sure to get any details available such as a license
plate number, and any other observations that can be made. Keep
doors and windows locked and try not to make it easy for the criminals.
Old
Business: Property Tax. Garrett stated that this committee never
met. They were to meet and discuss the 22 homes that are currently
being used as a guide for all the lakes taxes. It was noted
that there are 4-6 teardown homes currently on the lake ranging
in price for $307,000 to $750,000. Further discussion called for
additional action to be taken.
New
Business: Garrett reported that Riley Lane submitted his resignation
from the board effective immediately after our last board meeting.
Riley had completed a great deal of shoreline work which included
a rather large seawall made of concrete. Due to the high level of
the water and freezing last year, the wall was destroyed. Later
in the year, CWLP representatives took it upon themselves to develop
a top ten listing of the 10 worst shorelines on the lake and Rileys
happened to be one of them (evidently they did not take into consideration
the previous work). Although Garrett tried to persuade Riley to
remain on the board as he has been an active and hard working board
member, Riley indicated he did not want to bring an embarrassment
to the board due to his property being listed on this report. Discussion
ensued and questions pertaining to what the list is to be used for
and the fact that much of the green space otherwise
known as city property which is non-leased and is in terrible condition
and much worse than most of the lease property. Many found this
discussion to cause anger and concern about the citys intentions.
There
was a boating accident last month at the railroad bridge near Cotton
Hill Road. Garrett wrote about this event in last months newsletter.
Please refer to it for details but it included Riley Lane, Rileys
dog, & Rich King among others that were strategic in bringing
the boater to safety. This boater is actually lucky to be alive.
CWLP
has done a nice job in cleaning up the Center Park and Beach House
area. We are hoping they will soon reopen the Beach House for rentals
as well as allow public swimming in 2009.
The
2009 Events/Activities Planning Committee met last month and provided
the following suggestions to the board for discussion at this meeting:

about increasing some of the donations ensued. Another motion was
made to raise the Susart donation to $500 to assist their building
fund, Vicki 2nd and this motion carried with additional above items.
Newly
suggested items for 2009 were:
- Ballroom
Dancing Paula Mataya-Garrett asked for interested RSVPs
in his last newsletter. Only 2 responses so this was voted down.
- Art
Events Day on the Lake Tina Lieberman & Delinda Chapma-Garrett
received a great deal of responses from this event so it was determined
to move forward for this event. Kim Curry and Jack Madura will
co-Chair.
- Southwind
Park host fund raiser; contribute towards specific park
features; prices range from $200 to $1,000,000. After a great
deal of discussion, it was determined that based on the fact that
this is not on the lake, we should not be involved in it. Individuals
are welcome to donate as they see fit. John motioned to not allow
any funding, Tom 2nd, motion approved for non-funding.
Larry
Michaud is the Nominating Chairman. He reported that there are currently
four board positions open with a possible two more. He has seven
interested names for board nomination. Key positions to be filled
for the Executive Committee in 2009 will be President, Treasurer,
& Secretary. Anyone knowing of anyone wanting to serve can contact
Larry or Garrett.
Discussion
about the dredging study the city has called for with a cost of
$73,500.00. It is ongoing and is scheduled for completion in January
we think. Garrett told the city we will be paying for a copy of
the study.
Garrett
talked with the city about their property inspections
and the purpose of them. He spoke with Bill ORourke who basically
said they are trying not to be punitive. Not sure what he means
by that or what their purpose is for now. More discussion from Garrett
about splitting leases, selling property, the condos which are now
in bankruptcy and foreclosure. The city indicated that whoever purchases
the property from Doug Kent, they will continue to be required to
provide all items listed within the lease which includes planting
100 or more trees and additional harbor work to be done. Some has
already been completed.
Lake
Clubs report by Rob Flesher - they held a meeting last week
and the Aqua Club intends to host a breakfast on the 1st Sunday
of every month. No times or prices are determined yet. Plans are
being made for a Chilli Cook-off which will take folks from club
to club. Also clubs will rotate having an NFL event. Newly elected
Officers for the Council of Clubs: Lew Bird-President, Loretta Michaud-VP,
& Gary Kreppert Secretary. They were all present at our meeting
this night. Larry is already working on the Calendar of Events for
2009. The all important question was asked if there are 5 Saturdays
in June in 09 and the answer is yes. This allows all the clubs separate
dates for their events without any overlapping.
Website - Kim Curry reported that the website is ongoing
and up to date with meeting minutes including years past. Also,
all monthly newsletters remain on the site for review.
Open
Discussions - A discussion about sponsors on our website ensued
as their have been a couple of slow paying sponsors. Rich B. made
a motion to have the treasurer send two invoices for a maximum of
60 days to allow for payment. If payment is not received, sponsor
will be removed from website. Any new sponsors will be required
to pay in advance prior to the posting of their advertisement or
being mentioned in the monthly newsletter. Tom 2nd and motion carried.
Work
is being on Lindsey Bridge to ensure the structure is sound. Also
improvement on Long Bay is ongoing. Cummings Engineering is doing
the study on the bridge.
Scott
Tiskos stated that there are plans for a rather large expansion
at Hazel Dell School which is on a lake lease. Pam indicated that
Laketown Elementary will be closed and merged with Hazel Dell.
Garrett
thanked the board for the beautiful floral arrangement received
for Kathy Deakins fathers funeral. He said it was one
of three chosen to go to the cemetery for burial. Board Member,
Carol Schempps flower shop did the arrangement. Thanks to
Carol.
50/50
Won by Vicki McGuar.
Garrett
stated that he is trying to coordinate with the Mayors office
in order to ensure the Mayors attendance at our annual board
meeting in January. Announcement for time and place will be forthcoming.
Bill
motion to adjourn and Jim 2nd. Motion carried at 9:30.

Springfield
Lake Shore Improvement Association Board Meeting
August 6, 2008
Sangamo Surf Club
Present: Garrett Deakin, Melinda O'Connor, Jim Schieder,
Kim Curry, John Aiello, Nancy Bartolomucci, Bill Beck, Rob Flesher,
Tim Kierney, Rich King, Riley Lane, Jill Leka, Guyla Loftus,,
Jack Madura, Sid Marder, Vicki McGuar, Larry Michaud, Cinda Schien
Kincade, Ann Tucker, Larry Wedding
Absent:
Linda Anderson, Rich Berning, Tom Hiler, Carol Schempp, Pam Tiskos,
Sam Xanders
Call
to Order by President Garrett Deakin at 7:05 and Pledge of Allegiance.
Motion to accept minutes of last meeting by Larry, 2nd by Rob,
accepted.
Jim-Treasurer's
Report: Summary included 412 paid members (one less than last
year at this time). A written report was distributed showing $26,102
in the checking and savings accounts. Membership income totaled
just under $10,000 so far in 2008.. Unanimously approved.
It
was reported that there has been no representation all year from
Todd Renfro's office or CWLP. They are invited to every meeting.
Alderman
Frank Edwards, Ward 1 - no report but a question from the
floor included water rate increase and the fact that it includes
a monthly charge for the water meter and it went up too. Frank
indicated it was a package deal offered by CWLP and that increase
was part of it in order for them "to make more money".
Rich Berning asked Frank how many workers does the city have employed
at the lake compared to previous years. Frank didn't know the
answer but he did indicate that Lake Services is doing a good
job of cleaning up branches, mowing green spaces, etc. Discussion
then focused on Lake Services now taking care of snow removal
and other services for subdivisions such as Lake Forest and the
new Tall Grass subdivision. The service area is getting larger
and larger. It was suggested that the city should take a look
at taking that away from lake services as that takes away from
the lake itself.
Springfield
Police Officer John Shea (341-5180) and John's partner Don Bivens
were present. John reported on the recent thefts and vandalism
that has occurred at the lake. He confirmed that at least two
boats and some wave runners were stolen. DNA has been collected,
and he indicated that they have a suspect of particular interest.
John thinks they will solve at least one occurrence due to the
fact that there is video of the criminal. John offered suggestions
to avoid being a victim: Do Not leave your keys in your boats,
turn the power off of your electric lifts, keep an eye out for
strangers and/or workers in your neighborhood that do not belong
there. There are documented cases where workers were working at
a site and later returned to steal. They have been stepping up
their patrols around the lake areas and all law enforcements including
lake security, Springfield PD and Sangamon Country Sheriff staff
are working together with shared information. John and Don plus
Kent Kaiser shared a story about a burglary earlier in the year
at the Sangamo Club. Luckily, they have a video surveillance system
that later helped catch and convict the suspect.
Web
Site - Kim noted that we have a new sponsor listed on our
website at www.lakespringfield.org that offers video surveillance
systems for homes and docks (www.icamvideo.com). We have several
website sponsors who help out homeowners Jim Shea Real
Estate, ICAM Videos Rich King, Outboard Motor Repair, Josh's
Watercraft Repair, Donna's House of Type and Interactive Data
Technologies, Ltd. Check them out on our website!
Events
Committee: Garrett asked for volunteers to be on the Events
Committee for 2009. They are Kim, Melinda, Jill, Nancy, Ann, Cinda,
Bill B, Betsy A., Sally and Garrett. This committee simply recommends
to the full SLSIA board what events will be hosted by the association
in the coming year.
Nominating
Committee: Chairman Larry Michaud as well as Rich Berning
and Sid Marder will put the list of nominees together for next
year's board. There are several openings coming up in the next
year. Some key positions on the Executive Committee such as President,
Treasurer and others need to be filled.
Garrett
offered a conversation about our Geese Problem! Rob Flesher, Kim
Curry and Larry Michaud were all present at the Lake Council of
clubs recent meeting that hosted two representatives from the
USDA and made a presentation about geese and how to deal with
the problems they create. They offered several suggestions to
deal with the problems such as egg harvesting (Federal Offense
to break or destroy eggs without a permit), fences, noise, lighting,
ect. The main issue is that if we all do not work together, we
cannot solve the problem. We will need the city to become a partner
in the situation. It was also reported that the USDA rep said
that it is a Federal Offense to feed the geese!
Garrett
requested volunteers to assist in the property tax issues. He
noted that there is a small number of houses on the lake being
used as a guide for all taxing formulas. This does not seem to
be a logical way to determine taxing for hundreds of houses. The
committee formed will consist of Garret, Larry Michaud, Lew Bird
and Yvonne Brandis.
Susart has a funding campaign for the year 2009 to build
a new building. They are offering bricks for sale. They are a
not-for-profit organization helping government and residents with
any lost items within a body of water. They provide this service
free but do operate on donations. You can call them for assistance
or to offer a donation or purchase a brick at 529-5191. Garrett
Recommended that the 2009 Events/Planning Committee consider this
request.
New
& Old Business Garrett reported on home sales for
2007 being a total of 28. Prices of homes went up but the average
square foot pricing remained the same meaning they were larger
homes. A new report for taxing assistance is expected very soon.
Vicki McGuar has recently shared her time and talent by
conducting an audit of our financial business books. She reported
that everything came out perfect. Thanks to Vicki for her assistance.
Garrett
reported that the city recently came up with a list of the top
ten homes that are no in compliance with the city's leasing guidelines
including shoreline erosion control. Garrett had asked Frank to
find out just what the city had in mind in putting this list together
as the city itself is one of the largest culprits when it comes
to non compliance of shoreline erosion control and such. Here
is a list of the property addresses the city put together.
29 Forest Ridge
33 South Hazel Dell
21 Hawthorn Lane
7, 9, 17, 29 & 61 Linden Lane
184 Maple Grove
46 Cotton Hill
Frank
Edwards indicated that he talked with a CWLP representative
and that they have no intentions of doing anything with the above
listed property. He reminded them that their property in many
cases is poorly maintained. A couple of the top ten listed properties
are newly purchased within the past year and another one has been
on the waiting list to receive rip rap from the city and its barge
for over 10 months now.
Garrett talked about the new Edwin Watts Southwind Park
near the lake on 2nd Street. He offered the idea that we may want
to make a contribution of some type based on the fact that it
is close to the lake and will increase property values. It was
suggested that we have a representative from the park come and
speak at our annual meeting in January of 2009 and that our 2009
Events/Planning Committee consider funding special projects in
the park.
Joel
Schneider gave a slide presentation on sea planes that included
a great amount of safety detail while making a plea to the lake
residents that sea planes should be allowed on Lake Springfield.
He stated that it is totally the pilot's responsibility to make
sure that conditions are safe for a landing. Boats do not have
any responsibility according to Joel, and he states that these
aircraft are monitored by FAA just like all other aircraft. The
matter of landing on Lake Springfield is now in the courts as
it is believed there is precedence for the city to require allowing
sea planes on the lake. Anyone with questions is welcome to contact
Joel.
The
lobster boil is being chaired by the very able Melinda! She
is planning to get the invites out within the next 2-3 weeks.
It will be held at the KC club this year. The Band is Blue Fidelity
and they will be most entertaining.
Garrett
won a $55 50/50. Nancy B. made motion to adjourn at 8:25. Unanimously
adopted.
Respectfully
Submitted, Kim Curry-Secretary

Call
to Order by President Garrett Deakin at 7:05 and Pledge of Allegiance.
Motion
to accept minutes of last meeting by John, 2nd by Vicki, accepted.
Jim-Treasurer’s
Report: Summary included 302 paid members.
This is large amount based on being early in the dues paying year.
A written report was distributed showing membership income this
year of $7,394 and account balances of $4,216.37 in checking and
$21,848.02 in savings. The report was unanimously approved.
Sherel
Nutt Memorial Scholarship Winners
Garrett reported that Betsy Aiello, Bill Beck, Colleen Pinto and
himself met Sunday evening to review the almost 3 dozen applications
for the Sherel Nutt Memorial Scholarships. He reported
that every school had a high school senior apply for the scholarships,
a first, and that the quality of applications makes the evaluation
process very tough. Two students were selected and asked to
attend our quarterly meeting, Hannah Giacomini & Kelly Short.
Hannah
Giacomini who attended SHG read her outstanding essay. She was accompanied
by her parents and both sets of grandparents. Her Giacomini grandparents
live on East Hazel Dell and are members of the Motor Boat Club.
Hannah will be going to U of I in the fall.
Kelly
Short attended Glenwood High School. She read her essay and
had many board members shedding a tear or two as she wrote about
being her grandfather’s eyes when he came to Springfield to
visit the lake. She will be continuing her education at Bradley
University this fall.
Congratulations
to both winners. It was pleasure to meet them, their parents
and listen to their essays. Both essays are now posted on
our website at www.lakespringfield.org.
CWLP
was invited to participate in our meeting but declined to send anyone.
Alderman
Frank Edwards, Ward 1 provided an opportunity for us to
ask questions. Ann expressed her concern along with others
over the closing of the beach and stated that it is a “quality
of life issue”. With gas prices soaring, this is a great
opportunity for folks to enjoy the lake but now the beach is closed.
Do we actually need to chlorinate the water? Edwards has this
same question. CWLP indicated that because of budget restraints,
they are using money for Lindsey Bridge and Center Park Road instead
of working on the beach house and its necessary improvements.
Someone asked about the contract with the beach house concessionaire
and what will happen to that? There was a large discussion
about roads, water hydrants and their pressure issues to fight fires,
electrical improvements, etc. There were 240 leases that renewed
under the new rules using 2005 tax bill. Everyone agreed that
Lake Services do a tremendous job with mowing, branch & limb
removal, etc. Garrett thanked Alderman Edwards for making
himself available for our meeting.
Cleanup
Day – Garrett reported that the weather was terrible
but that 31 people showed up to participate in cleanup day.
We filled two truck loads of liter from the lake areas.
Home
Sales Report – There were 30 homes sold in 07.
The report (used for folks trying to dispute taxes and so forth)
will be available and ready for distribution within the next month.
Golf
Outing, Friday, May 23rd – Kim reported that the
committee is working hard on the golf outing. At least we
have been working hard on having fun at our meetings! Seriously,
the outing is sold out and was almost sold out before we even printed
or distributed a flyer for the outing. We are gathering some
great prizes but many more are needed. Kim suggested that
each board member come up with a prize. The goal is for every
golfer to get something. Wishing for good weather. Last
year was a bit on the wet side but we still had a great time!
Garage
Sale – Cinda reported that Lincoln Memorial Gardens
and other clubs will be participating this year as well as 5 families
had signed on at the time of our meeting. It is important
to let Cinda know of your garage sale days and times. The
ad will be placed in the SJR, Chatham Clarion and Rochester paper.
The ad will guide folks to our website where much more detailed
information such as all addresses and even special items for sale
can be listed.
Lake
Clubs – Rob reported that literally all clubs will
be having upcoming activities so please refer to the Lake Springfield
Schedule of Events. There are printed copies or the list can
be viewed and printed online at our website at www.lakespringfield.org.
www.lakespringfield.org
– Kim reported that the website it up to date and
that we now have a new sponsor, Josh’s Water Craft Repair.
We hear that Josh is a whiz at fixing outboards and he does house
calls! He can be reached at 217/553-5157. See his ad
at our website.
Open
Floor Discussion – Garrett indicated that SUSART
sent us a very nice thank you note our donation. They are
an awesome volunteer group that will find ANYTHING you drop in the
lake for you.
Vicki
McGuar will be doing an audit for our association now that tax time
is over. Thanks to Vicki for her services to our association.
John
A made a motion to increase our annual scholarship donations from
two/$750 scholarships to two/$1,000 scholarships. Larry 2nd
the motion by stating that it is an excellent idea. Motion
approved unanimously.
Jim
Schieder won $46.00 in the 50/50. Thanks JIM!
Motion
to adjourn at 8:10 p.m.

is due to the fact that there are not any "hot topics"
at the moment and that most issues have been resolved this past
year. The good news ...
*FEMA drew the flood plain map for Lake Springfield
and we worked with CWLP and the Sangamon County Planning Commission
to get it redrawn to be more accurate. The result was a
map in which nearly everyone on the lake is NOT in the flood plain. No costly
flood insurance is needed.
*Lake leases. Finally, with the heavy lifting
being done by Alderman Frank Edwards (Oak Lane) and support from
homeowners like the McGuar's, Michaud's, Leka & Tisckos plus
so many of you on the lake, we have a reasonable & fair lake
lease formula. In addition, there was a window of opportunity
to renew a lease at the 2005 assessment level. That window
has now passed, but the formula is still a whole lot better than
before!
*Shoreline stabilization continued. Homeowners
completed almost a mile of shoreline stabilization work in 2007
- 4,600 feet of work! The work includes nearly 1,300
feet of seawall (for a total around the lake of 9 & 3/4 miles)
plus 41 barges and 49 truck loads of rip rap unloaded. It
takes a lot of money plus hard work by homeowners
to achieve that level of support for our lake. It is no
wonder CWLP is achieving such good water quality reports.
(These reports might be even better if CWLP came close to matching
what we homeowners do each year!)
*Lake address signs. Homeowners continued
to buy lake address signs for display on their docks/boat houses
on the lake. It is great for first responders to help find
lake homes. I believe we have sold somewhere around 275
address signs. Thank you Ace Sign Company.
*SLSIA membership is up to 413 homeowners.
For the first time ever, we have over 400 dues paying members
of our association! Fantastic! The goals every board
member has is to preserve Lake Springfield and to try to keep
lake homeowners informed about events, activities or issues on
the lake.
*We continue to support our neighbors on the lake.
Lincoln Memorial Garden, Henson Robinson Zoo and the
SUSART guys are wonderful neighbors and elated to receive our
annual contribution.
*We continue to support the youth of our city.
Nearly three dozen high school seniors going on to college apply
each year for our Sherel Nutt Memorial Scholarships. That
number may increase as we have increased the award to $750.
Motion
to accept minutes of last annual meeting by John, 2nd by Melinda,
accepted.
Jim-Treasurer's
Report: Summary included the fact that checking
and savings are the highest ever, $20,212.95. Income and
expense report was provided. Nancy B motioned with Rich
Berning 2nd for acceptance of report; accepted.
*Mayor
Tim Davlin attended and addressed our membership
for about 25 minutes on a wide variety of issues. He talked
about the power plant, the explosion, cleanup and costs; Lake
II and paying $10,000 for a hearing by EPA to get a permit; waiting
to find out the estimated costs of the project from
EPA & the Corps of Engineers; the alternatives to consider
- a 2nd lake, tapping into an aquifer, running a water
line to a sand & gravel pit or nothing at all. Dredging
was brought up as a fifth consideration by a homeowner but the
mayor says that is the most expensive alternative, by far, to
consider.
Mayor Davlin then opened up the floor for questions
and answers. Homeowners took the opportunity to delve
into numerous topics. There were excellent questions
about the capability of the city to warn people if there is a
disaster at the power plant, the bike path that ends at the east
end of Spaulding Dam, telephone poles in the sidewalk over the
dam, the condition of Long Bay Lane, mud on Stevenson Drive from
the trucks entering the highway from the construction
site, restarting fishing and use of the boat launch off of Spaulding
Dam, and city council action regarding the Marina.
*Larry
Miller, representing the Gardens, Jackie Peeler, representing
the Zoo and Jeff Mehan, representing SUSART were present
to talk to us about their lake organizations and receive
our $250 contributions. Larry was excited about the capital
improvements underway at the entrance to the Gardens. Jackie
was bubbling over about their new pets including her having to
leave almost immediately to get back to feed a very young barn
owl. Jeff enlightened us with the type of work SUSART
does on the lake - they have new pipe pullers, move boat lifts,
take out large stone/rocks, etc. I know a number
of you have asked about pulling out pipe, etc., well here may
be a good phone number for you to call - Jim Hoover at 529-5191. Divers
do not charge for service, but they do accept donations.
*Our
two new Springfield Police Officers assigned to lake duty - John
Shea and Don Bivens - also addressed our association.
It sounds like they may be concentrating on the speed of wave
runners next summer!
To contact John or Don:
John Shea - cell 341-5280 e-mail is john.shea@cwlp.com
Don Bivens - cell 741-0988 e-mail is

*Under
old business was a website review and call for any new
photos that members might want to share at www.lakespringfield.org.
*Quadrennial reassessment will occur in 08. Watch
your property tax bills closely as these can be fought and won
based on previous experience with other homeowners.
*Under
new business, the first item was election of new board members.
There were six board members seeking re-election plus
three vacancies.
The
six seeking re-election to 3 year terms were: Nancy Bartolomucci
(Canadian Cross), Rich Berning (Beachview), Rich King (Fox Mill),
Jill Leka ( S. Hazel Dell), Jack Madura (Long Bay)
and Sid Marder (Bay Ridge).
The nominating committee focused on filling the
vacancies by trying to find homeowners from lanes that
were not currently represented on the board.
Two
new members elected to 3 year terms include:
Bill Beck (Island View) and Guyla Loftus (Orchard Lane).
One
member elected to a 2 year term:
Larry Wedding (Island Bay).
Welcome board members!

*Thank
you Deb Davis ( E. Hazel Dell). One of the main
reasons our association is having a great year is because
of homeowners who are willing to help out. I gave Deb a
call about scheduling our annual meeting & she took care of
the rest. Booked the date, had the club set up & cleaned
up. Awesome, Deb!!!
Thank
you lake homeowners for supporting our association and the
things that we do.
