Call to Order by President Garrett Deakin at 7:05, Pledge of Allegiance & Roll Call

Special Guests:  Several presentations were made on the pros and cons of Hunter Lake.  Discussions included many potential alternatives to building Hunter Lake.  Presentations and comments were made by:  Alderman Edwards, Ward 1, looking at all information to come up with an informative decision, Tom Skelly of CWLP provided information on figures of water usage as well as a chart with all possible solutions to a water shortage, Bob Wire, (15 Forest Ridge) representing a 10 person task force for the Chamber in favor of Hunter Lake with emphasis on economic growth, Don Hanrahan, representing Citizens for Sensible Water Use and was opposed to the new lake due to a perception of lack of need with water conservation  and destruction of habitats and historical landmarks, John Homier representing the alternative use of his water source of aquifers and information stating the ability to fill the need when necessary during a 100 year drought event.

Old Business
Lake Lease Confusion:  A discussion about lake leases and the timing of them.  Many expressed concerns about being billed for the higher amount and the lack of their new leases being processed in a timely manner.  Alderman Edwards advised them to simply pay the new amount instead of the older higher amount (in cases where people’s leases renewed prior to the freeze).  It was determined that there is still a great deal of confusion and unanswered questions.  Therefore, Garrett will be writing a letter on behalf of the association and its member.  Rich B motioned this to action and Vicki 2nd.

Jim-Treasuer’s Report:  Jim reported that we now have 407 paid members.  This exceeds Garrett’s personal goal of 400.  Congrats to Garrett!  Jim reported that our income for the year was $15,890 and our expenses were $14,691 for a gain of $1,000 to our total balance of $21,366.

Minutes from last meeting were approved (with minor corrections) Jack motioning and Rich K. 2nd.

Property Tax:  Riley advises those that intend to contest their property taxes be sure to get an appraisal first.  It has proven to be quite helpful in many cases.

Annual Meeting:  The annual meeting of the Springfield Lake Shore Improvement Association is now scheduled for January 9th at the Firefighter’s/Postal Club at 7 p.m.

Website.  Kim reported that there is no news for the website at this time but folks can email any interesting photos to Garrett for placement on the website throughout the year.

AUGUST 1, 2007

Present: Garrett Deakin, Melinda O’Connor, Jim Schieder, Kim Curry, John Aiello, Nancy Bartolomucci, Rich King, Riley Lane, Jill Leka, Sid Marder, Vicki McGuar, Larry Michaud, Carol Schempp, Pam Tiskos, Sam Xanders, Ann Tucker

Absent: Linda Anderson, Rich Berning, Letitia Dewith-Anderson, Rob Flesher, Tom Hiler, David Hofferkamp, Tim Kearney, Jack Madura, Catherine Walters Shiner, Cinda Schien Kincade

Call to order by President Garrett Deakin at 7:10

Motion to accept minutes of last meeting by Sid, 2nd by John, accepted.

Jim-Treasurer’s Report: Summary included the fact that checking and savings are the highest ever, $23,892.68. The income and expense report was provided. Unanimous passing of report.

Special Guests: Garrett received a call from Todd Renfrow indicating that he is unable to attend our meeting but called for a “Special Review on the Lease Issue”. Todd discussed setting up a special committee including perhaps realtors and others to review this item. Jim Donelon was busy and unable to attend. Alderman Frank Edwards had a Public Utilities Committee hearing to attend. Mike Vogel was to attend but did not make the meeting.

Old Business
Garrett reported that there will be a Public Utilities Committee meeting on August 15, 2007, which will include an ordinance put forth by Frank Edwards. Frank wanted to move on the ordinance because homeowners were not able to get home equity loans and others were having trouble selling their homes because of the lack of a lease.

Larry added to the lake lease report by stating that it is vital to keep up the momentum to resolve this issue. Riley indicated that the issues looks a bit more political than economical at this point. NOTE: The Public Utilities Committee will meet this Wednesday, Aug. 15 at 5:15 for discussion on the lease agreements. If sent to City Council, the issue will be heard on Tuesday, Aug. 21 at 6:00.

Q: Who is responsible for reporting our septic inspection contracts? Is it the home owner or the contractor? A: Garrett will check on that.

Property Tax report - Garrett, Pam & Scott Tiskos will be working on the new report. Not sure if there are any new assessments for this year as of yet. There has been some confusion from the county not knowing the newest annexations to the city.

Kim reported on the website. It is up-to-date and has a host of information. There has been confusion by readers not knowing that we are a home owner’s association and not realtors, or other governing bodies. Recently we received a question about water temperatures from a triathlon participant.

Ann reported on the success of the golf outing this year. There were 36 teams, sold out. Garrett indicated that we goofed a bit and should have charged $45 instead of $40 per golfer. Will raise it next year. There were lots of nice prizes but one is leftover and will be auctioned at the Lobster Boil this year.

Garage Sale was a success. There were 40 that signed up. We spent $159 in expenses for advertising and such. The ad in the newspaper included our web address. The addresses of the participants were all listed on the home page of our website with descriptions of items for sale. Cinda recommends that we host this event again.

New Business
Melinda noted that the Lobster Boil is Saturday, September 15th. Price has been $25 for years but we could rise to $30 this year. Riley motioned to raise price to $30, Jill 2nd, approved. Prairie Rose Band will provide entertainment. Huggies for lobster boil??? Melinda motioned to have them again, Ann 2nd, approved with no date so they can be sold for years to come. A discussion occurred about limiting the number of guests as there now seems to be as many guests as there are lake residents. It was decided to not place a limit as we now have added another pot for boiling and the meals are served much faster. There is an issue of tables and chairs and Melinda is seeking the use of more of these items. She can always use more volunteers too. We all thanked Melinda for her hard work on this very popular and enjoyable event each year.

Garrett asked for volunteers for the activities committee for 2008 planning. They are Kim Curry, Ann Tucker, Melinda O’Connor, Nancy Bartolomucci, John Aiello, Pam Tiskos and Garrett.

Executive Committee report was presented by Garrett stating that there are two arguing neighbors on Maple Grove. The issue was brought to Doug England and he did not allow one to build a 6 ft. fence. The neighbors then went to Ald. Edwards and ultimately Todd Renfrow. Renfrow approved the fence which has now become controversial as the fence as it slopes to the lake is 8ft in some spots. One neighbor came to the association to become involved in the disagreement. The exec committee unanimously said no to our involvement based on the fact that Todd Renfrow and CWLP is the governing body with decision making capabilities.

One of the Park Board members is now calling for the tennis courts at Lincoln Greens Golf Course to be turned into a dog park at the lake which is on Hawthorne Lane. The board agrees that this is a bad idea as there are many homes in this area as well as the fact that dogs and golfers don’t mix.

It has come to our attention that the old Trooper’s Lodge property is on the market now for $329,000. Doug Kent is the listing agent of this property. Ald. Edwards contacted Garrett to find out what our association thinks about potential uses. Apparently there is one potential buyer interested in turning it into a trailer park (RV we assume), and another potential buyer wanting to build an open to the public restaurant. We all agreed that we do support the restaurant but we do not support the trailer park.

The old Marina property (7.2 acres) is on the market for $599,000. We’ve been told that they want to split the leases on this property for single family homes. There was a discussion about Bill Connor’s property being split using the rule stating each property must be a minimum of 5 acres. This rule could not apply to the old marina so where are the standards with this property? Are we simply making up the rules for each individual case? If so, we need to standardize the rules so that all know what can and cannot be done. Also, this property comes with major issues such as septics vs sewers, water source, etc.

BD2 property is seeing improvements with lots of activity occurring.

The Roesch property which abuts Kent’s property on Toronto Road recently was sold to Gephardt’s. The Gephardt’s already own a great deal of property in this area and farm it. The 34 acres sold does not include 3 homes or the pond. This property was in question during the potential Pilot Truck Stop development.

Garrett thanked all the lake home owners that volunteered by providing boats and wave runners for safety during the triathlon. We all agreed that it is a big responsibility and that we would like to have been told rules, standards, etc. Some sort of training for us would be appreciated in the future.

Director Updates – Garrett is sending out an email to those that have not responded to their membership this year but did last year to check their status.

Larry reported that there are several activities remaining at the lake in August.

Nancy B, motion to adjourn, John 2nd, approved. Meeting adjourned at 8:15.
Next meeting to be announced.

Guests: Lew Bird, Bill Connor, Kent McFarland, Scholarship Winners Kendall Held, Leann Murphy and family members.

Meeting called to order by Garrett Deakin at 7:00 p.m.

Garrett thanked the Press Club for hosting our meeting.

Motion made by Larry to accept secretary’s report of minutes from last meeting with Nancy B providing a 2nd.

Jim S discussed the Treasurers report. Approximately $5,600 in checking and $17,000 in savings. Jim indicated the membership dues are coming in very early and there are 237 paid members to date. John A motion to accept with Sid M 2nd for approval.

Recipients of the Sherel Nutt Memorial Scholarship program were present to receive their $500 checks and read their essays which were very well received. Visit HYPERLINK "http://www.lakespringfield.org" www.lakespringfield.org to read the essays and the scholarship winners.

Old Business: Larry reported that there is progress being made but thought it best to wait until after elections to pursue the issue of lake leases. A call is in to Todd’s office for another meeting.

New Business: The subject of taxes was discussed. Garrett stated that the committee will soon be doing their annual review of assessments for last year. Cinda stated that they recently dealt with their taxes. You can use a search engine and go to the Illinois Tax Appeal Board (ILPTAB). The right side of the screen offers a button for Property Tax Form to complete and submit. This must be done within 30 days of receiving your assessment.

Lakespringfield.org website experienced a glitch earlier in the year and we were unable for a time to update the site. The situation has now been completely resolved and the site is now up to date.

New Business: Mike Vogel, Springfield Police Department Lake Police Officer, has replaced his pager with a new phone with voicemail. Please make a note of his new number; 741-0988. This information was not received in time to be placed on the Lake Calendar of Events.

Splitting of Lake Leases: A rather lively discussion occurred about the splitting of lake leases. Bill Connor and Leslie Graves own the property on Wienold Lane that was recently burned and used as a training site for the Springfield Fire Department. Bill was present at our meeting and discussed their will to split their lease into two leases. The entire board membership was surprised to find out that approval from the City Council had already occurred to go ahead with the splitting of this lease. It was done by emergency passage and did include a stipulation that the property must be on city sewer prior to the second home being built. This property includes 11.26 acres and will be split evenly. A discussion ensured about 5 acre tracks being required to split a lease although it was also discussed that splitting of leases has been prohibited for many years. There are some cases where it was allowed but no set hard and fast rules seem to apply to this issue. Many expressed their dismay in that Alderman Frank Edwards did not contact our association to discuss this matter prior to it going to City Council. It was determined that Garrett would be contacting Alderman Edwards to ask that he contact us prior to any such issues going before the Council in the future. A suggestion was made to ask CWLP to put in writing their restrictions for the splitting of leases so that the rules can become common knowledge rather than individual situations being assessed one at a time. The perception here was that this was done in a sneaky way and passed unanimously by the city council without any input from other lake residents. Bill O’Connor, the property owner, was kind enough to join in our discussion and hopefully did not leave the meeting with too many bruises.

Tom H mentioned that he heard Alderman Edwards will be sponsoring an ordinance to allow Mike Johnson and his partners to split their lease that is now referred to as “the old marina” into four new home site and four leases (it seems). It will be a downgrade in the lease from commercial to private homes but the property does not have city sewers. Therefore, a concern remains of what rules apply to splitting of leases. We will continue to monitor this situation. Many are in agreement that this property would be much better suited as private rather than the abandoned marina site with its bright blue building.

Clean Up Day is May 5. Members are to meet at the SMBC at 9:30 to receive assigned cleanup area.

Riley asked that a message be passed along to the Lake Club Association. He stated that many times in the past when clubs have parties (in the Maple Grove area in this case); they leave behind a great deal of trash along the roadways and in their neighborhood. It was be greatly appreciated by the neighbors if the clubs were to form committees to pick up any trash from such events.

Motion was made to allow $100 in expenses for cleanup day. Larry provided the motion with Jill 2nd. Motion approved.

Tom H discussed the annual Golf Outing to be held on May 25th and Lincoln Greens. The committee is collecting door prizes and items for the goodie bags.

June 1 & 2 is the 1st Annual Lake Springfield Garage Sale. Ads are being handled by Cinda and they will appear for two weeks in the newspaper. We will put the Lake Springfield website in the ad that will then have a complete listing of addresses for all garage sale participants.

Iron Abe Triathlon will now be held on July 29th. Garrett requested any volunteers to bring boats and wave runners to assist with the safety of the swimmers.

Larry provided an overview of the 07 Schedule of Events and stated that the Chambers Play Dae is now changed from July 19 to July 25. The Calendar of Events listed at HYPERLINK "http://www.lakespringfield.org" www.lakespringfield.org is now current as there have been a few additional changes to the list.

A discussion occurred about the Neighborhood Tree Grant Program. The Ohmke’s requested sponsorship from our organization to apply for this program. Rich K.motioned to proceed for the grant and Nancy B. 2nd. Motion approved.

Rich K. mentioned that all the trees have now been stripped on the North side of Lindsey Bridge. We aren’t sure why or the purpose of this. Ann T, a long time resident of Lake Springfield, mentioned that there was once a CWLP tree farm nursery but no trees were ever used from the site that anyone is aware of. It was so long ago that the trees must be very mature and likely unusable by now.

Other Business: Rob F of the Lake Club Association thanked Larry and our association for our production of the Schedule of Events. He also mentioned that it is the 50th Anniversary for the Council of Clubs on Lake Springfield. Rob is looking for any input such as photos and information about the formation of clubs and their activities at Lake Springfield over the past 50 years.

Jim S, treasurer, mentioned that several clubs are now dues paying members of our association and expressed his gratitude to them and their contributions to the safety fund.

John A made a motion to raise our two scholarship programs from $500 each to $750. Jack 2nd, a short discussion and motion was approved.

A discussion occurred about evasive plant species that has taken over some common areas on the lake. Some were interested in garnering permission from CWLP to work with experts to clear out these areas and bring them back to their original state.

Kim provided an update on the Exit 90 truck stop situation. Currently, the information this committee has received is that Huck’s will now be purchasing the property known as Total Eclipse (W side of Canadian Cross) from owner Doug Kent. This property will be a Hucks and through an agreement between residents and Mr. Kent, the property is now bound by certain restrictions including a maximum of 25 truck parking spaces, signage that states no overnight parking and a maximum of three hour parking, etc. This seemed to be a much more tolerable alternative than the Pilot Truck Stop originally proposed. The Pilot would service a minimum of 300 trucks a day and 1200 cars. The Huck’s will have a lesser impact to the neighborhood and be much safer for Lake Springfield and our drinking water supply.

Ann Tucker was the big winner of the 50/50 drawing with a $32 prize.

Meeting was adjourned at 8:33. Next meeting will be announced.

Annual Membership & Board Meeting
January 17th, 2007 at the Firefighters Postal Club

JANUARY 17, 2007

Present: Garrett Deakin, Melinda O’Connor, Jim Schieder, Kim Curry, John Aiello, Jack Madura, Greg Pinto, Rich Berning, Linda Anderson, Nancy Bartolomucci, Tom Hiler, David Hofferkamp, Riley Lane, Vicki McGuar, Carol Schempp, Pam Tiskos, Tim Kearney, Larry Michaud & Rob Flesher

Absent: Sid Marder, Jill Leka, Rich King, Sam Xanders, Letitia Dewith-Anderson, Tom Cullen, & Catherine Walters Shiner

Called to order by President Garrett Deakin at 7:05

Garrett thanked Deb Davis and the Firefighters Postal Club for allowing us to host the annual Springfield Lake Shore Improvement Assn. membership meeting at their beautiful facility.

Pledge of Allegiance

Minutes from last meeting motion to accept by Nancy B., 2nd by Kim C. motion passed. Garrett was praised by the audience with a rousing round of applause for his very informative monthly newsletter about happenings and subjects pertaining to Lake Springfield.

Jim Scheider provided a detailed Treasurer’s Report covering checking, savings and income and expenses for the year. We currently have 395 paid members. Expenses mirrored last year’s expenses. Tom H. motion to accept report with a 2nd from Tim K. motion passed. Garrett commented after Jim’s report that his personal goal was for 400 paid members. Next year….

Garrett introduced Alderman Frank Edwards, Ward 1 and candidate for re-election this year. Garrett invited Frank’s opponent but he declined to speak to our group. Frank provided information about the public works committee and their new budget numbers recently passed to cover storm cleanup. Frank said he can’t remember in the past having the lake at the level it was this past year. Typically in August, the level is at least a foot and a half below normal level. Frank, upon his election, had asked CWLP to keep the water level at full pool including pumping from South Fork and they have been doing just that. He also noted that CWLP in the past was using fly ash (a bi-product from the power plant) to place on lake roads to combat icing and so forth. This practice was causing issues therefore and he asked and now CWLP is using rock salt, same as on other city roads. A discussion about Hunter Lake then was presented. Frank indicated that he has asked CWLP to find alternatives to building Hunter Lake as this project has been in the works for over 30 years now and is still awaiting a favorable answer from the Army Corp of Engineers. Hunter Lake’s sole purpose would be to supplement the water supply in Lake Springfield and to keep it all full pool. There are a couple of alternatives now on the table such as pumping water from an aquifer near Lake Sanchris. Three million gallons a day can be pumped from the source. Water conservation is another alternative. We use 10-12 million gallons a day. Lake level concerns were expressed from the audience. For Hunter Lake to proceed, Pawnee and Divernon need to relocate their sewage treatment areas. This all takes money. It was also noted that grey water from the city’s sewage treatment plant can be used at the power plant without any negative impact to Lake Springfield. The subject of the newly proposed ethanol plant was discussed with audience participation. Frank expressed concerns about selling water to the ethanol plant and how it would affect our water rates.

Next Garrett provided SLSIA Annual Donation Presentations/$250 each:

Lincoln Memorial Gardens, Jeff Foust, Board Member thanked our association for their past and present support and stated that our donation will be used for storm damage repairs and that it is very timely. Henson Robinson Zoo, Jackie Peeler, Assistant Director thanked our association for their past and present support and stated that they too lost trees and experienced damage to some of their exhibits. The storm also delayed the opening of their Holiday Lights campaign but even so it was very successful. SUSART’s Jim Hoover thanked us for our donation and made it clear that they are ready and available to help out anyway at the lake to find things that have been lost in the lake. This past year a car was found in the lake while they were looking for something else. It was a surprise to all. They operate strictly on donations so if you call them, please donate to their organization. Jim passed out cards with his name and number which is 529-5191. This number can also be found on the annual calendar published by the SLSIA.

Mike Vogel, the neighborhood police officer for Lake Springfield provided a presentation on the overall operations of 2006. He offered his pager number to all which is 467-0437 and is also posted on the website. He indicated that police presence on Lake Springfield this past year was less than in the past due to reassignments in troubled areas within the city. Garrett has written a letter to the city offering our concerns over the reassignments throughout the summer months. Mike indicated that there were approximately 16 citations for no wake violations, a battery and a domestic battery and OUE on the lake. There was also a train accident that ended in tragedy that killed a young man. There was a rollover on East Lake Drive and a disturbance phoned in at party cove that involved a gun being displayed. 2007 will bring the force back to operating in 2 boats versus the one that operated this past year due to engine problems in the second boat. Hopefully, they will have the use of a wave runner donated by the Marina as in the past. They plan to be on the water by Memorial Day Weekend.

CWLP’s Bill O’Rourke spoke on behalf of Todd Renfrow who could not attend. He stated he was glad to be in attendance and appreciated Frank Edward’s comments. As of this week, there are extra crews on board handling the storm damage and limb removal. Bill indicated that there are no on-going negotiations with the proposed ethanol plant at this time. He assured us all that there will caution used and careful consideration to the selling of such a large amount of water on a daily basis. They are looking at all the alternatives to the building of Hunter Lake but a decision will need to be made very soon. The first land purchase for Hunter Lake happened in 1967 it was believed. Audience members and Bill participated in a question and answer period which included lake levels, an on-going forestation program and a repaving program which Bill is now trying to place in the budget for 07. There are very dangerous areas near the zoo and park at this time. Money spent on Hunter Lake was also discussed. Tom Skelly of CWLP was introduced at this time to discuss water issues for the lake. Concerns were again expressed about August lake levels. Tom explained that August happens to be a very heavy usage period with the heat and running of air conditioning and the need for more power. Also, evaporation takes place on at a much higher rate in August due to the heat. In August, about 3 feet of water evaporates per day. Regarding the ethanol sale of water, they would need approximately 2 million gallons per day which is 700 million gallons per year and that is equivalent to about 7 inches of water per year. Tom provided us with a diagram of the lake water level for 2006. Every effort will be made to include that document at the end of our minutes with a posting on the Lake Springfield website. If not, it is available by emailing the association from www.lakespringfield.org. Tom also talked about the sediment reduction plan and in the soil and water shed areas. This program has funding available but has been less active lately. There was $400,000 committed to the program but only $120,000 has been spent to date. Tom was asked if the city actually monitors sediment from year to year. No they do not.

Larry Michaud reported on negotiations for a new lake lease formula and agreement with CWLP. No new agreement has been reached as of yet but a meeting is being planned for February. Would like to come to some resolution in this matter as many lake leases are coming up for renewal this year and in the coming years. Currently leases are frozen until the new formula has been agreed upon. Addendum to the minutes: We have also been told by CWLP that annexations to the city are frozen until after the election this year based on current law that prohibits annexations within a period of time prior to an election.

Bruce Beaman and lake home owner and area attorney reported that property tax assessments are on-going within many townships. He is currently in a suit asking for tax relief and a more fair assessment based on comparables on the lake. February 22nd is the date it will be heard. Garrett is to report on the findings after that date within his monthly newsletter.

New Business
Larry M., Chairman of the Nominating Committee reported that 6 people were seating re-election: Linda Anderson, Melinda O’Connor, Letitia Dewith-Anderson, Tom Hiler, Tim Kearney, Carol Schempp. This left two open seats that he provided recommendations of Cinda Schien-Kincade and Ann Tucker to fill. All were voted on and accepted to the board. Larry did say thank you to many that offered to serve on the board. This is the first time we had more candidates than openings.

Larry has been working on the 2007 Calendar of Events. Contact Larry for any changes or additions. It will be posted on the website as soon as it is complete.

Mike Monseur of Fairview Lane provided a presentation on the status of the proposed Pilot Truck Stop at 500 Toronto Road, Exit 90-I 55. A display was available for reference materials showing the photos of the recent hazardous material spill in Lowell, IN at a Pilot. Mike shared that homeowners (not just lake home owners) have formed a group to oppose this development due to its large scale operations. Concerns include potential hazard to our water supply, noise, air, light and water pollution, traffic (very hazardous due to the number of inexperienced drivers going to and from UIS, LLCC, CACC, school buses and Glenwood High students). Additional concern is decrease in property value. Another concern is what types of property development would occur if the truck stop were to appear. It is believed that it would all be trucking industry related. Zoning Commissioners voted 7 to 2 to oppose the zoning for this project. Issue was to go before the City Council but developer (Doug Kent) pulled it from the agenda at the last minute. City Council is to hear the item again on January 23. The group has hired an attorney, Gordon Gates, to represent them. Petitions for signing are available by contacting Mike at 414-1301. A post card campaign was also available on meeting night.

Valentine’s Day Dinner/Dance, Feb-Council of Clubs, for tickets contact Larry Michaud or Garrett Deakin. We were told this is an excellent event and very fun.

Bob Gordon gave an update on the Springfield Marina. He joked that they have purchased the Abraham Lincoln Hotel and will soon be moving it to the Marina site. Bob said the Marina is full service and offers a variety of things to boaters such as licensing, boat service, etc. They hope to work with a manufacturer and once again offer a wave runner to the Springfield Police for 2007 use. Rock the Dock is scheduled for Friday, June 29th with fireworks. Special privileges are offered to lake home owners such as house calls, priority service, cashless payments with credit card on file, newsletters, pump out facility. Visit their website for all the details. They have undergone a “clean up the Marina” program that also includes doubling their parking area.
