Roll Call & Motion to Approve Minutes

Garrett thanked Fireman’s Lodge/Postal Club for their hospitality.

Jim S, Treasurer, stated we have approx $17,000 in our account. This year is the most collected dues since Jim’s involvement. Believes the reasons are Garrett’s excellent monthly news letter which keeps lake leaseholders very informed and engaged on lake issues and the offering of address signs. The association currently has 378 members out of a possible 685 living on the lake. Motion approved for Treasurer’s report.

Old Business: Garrett providing kudos to Melinda and company for their efforts with the annual Lobster Boil. A wonderful time was had by all that attended.

Larry reported on the on-going lake lease issue. There hasn’t been any movement since the last meeting. CWLP’s Bill Murray and Bill O’Roarke received Larry’s documented comparisons on other Illinois lake leases. This documentation shows that Lake Springfield is much higher than all others. CWLP is talking internally and we await their reply.

New Business: Property Taxes. There has been a new assessment for lake property recently. Some have already received their notices of increases while others still await theres. Bruce Beeman, Jerry Skillbeck and input from Barry Taft provided a one hour presentation prior to the board meeting with excellent handout information and contact names and numbers for additional information and contacts. The handout information is posted on the website. Garrett discussed the possibility of having property tax committee for our association. This will be brought up at the annual meeting and a call for committee volunteers.

A meeting of nine members was held at the SMBC last month to discuss an agenda of events for the 2006 year. A motion was approved to accept all the agenda as follows: dues to remain at $20, web site www.lakespringfield.org to continue, Wine tasting party in February, Clean Up Day-1st Saturday of May, Sherel Nutt Memorial Scholarships-May, Monthly E-mail newsletter, Membership Director-August/September, Lake Address Signs, Lobster Boil/Escape to the Lake-3rd Sat. in September.

In addition to the above it was agreed to donate $200 each to the Henson Robinson Zoo and Lincoln Memorial Gardens. Unanimous consent. We discussed the possibility of purchasing trees to replace those lost to storm damage in Center Park. We learned that the City already has a contract in place with Pleasant Nursery. This project will be on hold for now. CWLP indicated that they are well stocked on buoys at this time but they might need a radar gun. Our assn. purchased a radar gun several years ago. We discussed the possibility of a Lake Scavenger Hunt and a Golf Outing. Lynn Bierma is heading up the golf outing with Ron Tuucker, Jim Scheider, Rich King and Garrett and other golfers. Garrett asked that anyone interested in chairing or becoming involved in these two projects to please e-mail him with comments. Both events will need a chair and committee members.

Another even discussed was a LSIA garage sale possibly to be held at one location such as the beach house and Center Park. A great deal of interest has been expressed toward this project so Garrett will seek information and permission from CWLP for such an event. A discussion about food items being available in addition to garage sale items. We can possibly ask a local charity to pick up any remaining unsold items for donation after the sale has ended. A May date prior to the Beach House opening was discussed. Would like to add this event to the Calendar of Events for Lake Springfield.

Melinda has offered to garner information about a potential Shrimp Boil and/or Clam Bake to be held in April or May as an added event for LSIA. Many were very interested to add such an event.

The Wine Tasting committee members are: Garrett, Kim, Jill, Riley, Ron, Rich, Lynn, and Tom H. We will check on vendors and a location for the February event.

Another issue that has been mentioned is to add a for sale by owner or swap of items on our website. It was noted that this could be expensive to maintain in order to keep information current. Therefore, Garrett has offered to add this information to his monthly newsletter. If anyone is interested in buying, selling or swapping items (members only), please contact Garrett for items to be added to his e-mail for next month. We ask that those participating in this new project not abused it or it will no longer be offered.

Larry is working on the Calendar of Events for 2006. It should be completed and ready for printing in two months. Larry indicated that there is a Council of Clubs Valentine’s Dinner and Dance to be held at the Firefighter’s Lodge reasonably priced at $40/couple. This includes great food provided by Bird Davis and the band Hot Property. Get your tickets now as they are limited.

The nominating committee for the 2006 Board is Larry, Ron & Carol.

We must decide if we will apply for another $500 SCALE EPA grant. This decision will be made by the end of November.

There was a brief discussion about fire department response time. Tim Kearney stated that the fire department is assessing and replacing fire hydrants at Lake Springfield. There are many problems with these hydrants such as age and water flow. There seems to be issues with funding of new equipment.

Vicki McGuar won $37.00 in the 50/50. Congrats!

Garrett is looking for a location for the annual meeting. Attendance was excellent in January of 05 so we must find a location to accommodate such a large crowd. The annual meeting will be held on January 18, 2006 so mark your calendars now please.

Garrett thanked Danny Mau and FOP Lake Lodge #55. Danny indicated that there are plans to improve their facility including a new $600,000 building to begin soon.

Minutes from the May 5, 2005 board meeting were approved with Letitia making a motion to adopt and Tom Hiler second, approved.

Jim S, Treasurer, was called away for work. Garrett presented the treasurer’s report stating that there is nearly $19,300 in bank accounts and that includes the withdrawl of $1,000 for the scholarship awards. Accounts payable pending includes about $1,800 for lake front signage. That leaves approximately $17,500. John A made a motion to accept the report, & Nancy B. 2nd, approved.

Invited guests and presentations included:
Dillon Clausner and Lindsey Leach, Recipients of the 2005 Sherel Nutt Memorial Scholarship ($500 awards each). Garrett stated there were 34 applications received, all very admirable with high achievements. 24 of the 34 were from national scholars. The award committee members were Garrett Deakin, Dyanne Ferk and Betsy Aiello. Criteria were based on school achievements, letters of recommendations, essay and volunteer work. Dillon and Lindsey’s family members were also present and they both expressed their sincere appreciation for the scholarship. They both plan to attend universities this coming fall. CWLP Head of Lake Security, Bob Sayer, provided a presentation. Bob has been with the utility for 14 years. He told the board that the RR bridge lighting has now been repaired and is operational. Lake Springfield’s water level is very low in some areas, and they are now working to mark the low level areas that are dangerous for boaters. These markers are red/orange in color so beware these buoys. For no wake buoys, Bob is the man to call at 757-8660 ext. 1003. He offered his staff for service to all lease holders. They have had a summer crew onboard of which many are returning to college soon. Therefore, the staff will be reduced in size. They have been patrolling the shoreline all summer long. Some noise complaints have been received from the “new” party cove area. Noise is being monitored in this area. Garrett shared his appreciation to Bob and his crew for their assistance to this summer’s Father’s Day Triatholon!

The 50/50 drawing was won by Letitia. She took home $32.00! Congrats.

CWLP Property Manager, Steve Frank made a presentation. Steve can be contacted at 757-8660 ext. 1026. This summer all 57 miles of Lake Springfield shoreline is being accessed. The final report on the state of the lake shoreline will be concluded by the end of the year and hopefully by our November 2nd board meeting. Steve will then be able to give an accurate assessment of the shoreline, whether it is homeowner, club or common ground, to our association as well as to the Utilities Committee. Steve reported that the branch pickup is handled by Larry Rockford, phone number 757-4086. Larry’s crew has been working at full speed but has been hampered by the devastating storm our area was hit with earlier this summer. Priorities were given to areas that included obstruction of roads. They are working hard to complete damage pickup so please be patient. There is a new water main going in at the E. Lake Drive area near the Muni. If anyone has concerns about “Green Spaces” adjacent to your property, please call Steve. Honeysuckle has been an issue this year.

Steve offered his sincere gratitude for all lease holders on their willingness to improve and take care of their shoreline. All lease holders are tasked with the need to maintain their shoreline individually. CWLP offers barges of rock to be used for rip rap. Last year there were 24 barges total. This year, there have been 48 ordered and shorelines improved to date and a total of 117 barges have been placed on order for the year. A question about the terrible state of the Boy Scout shoreline came up from an audience member. Steve talked about a badge program but stated that the Boy Scouts have limited resources. A badge program idea was discussed. Also mentioned was the multi million dollar dredge project in this portion of the lake that occurred in 1985 and the subsequent damage to the lake from this shoreline erosion. All agreed that it is a very bad situation. Steve indicated that it is a priority as it is “a monstrous problem”. As the study of shoreline property is completed, Steve will move forward with plans and ask for implementation for improvements and funding. He will be contacting the Scouts as well as home owners and other lease holders that have serious erosion issues on their property.

Larry Michaud made an excellent presentation including a handout (see attached) titled Local Residential Lake Lease Comparisons. Larry and Garrett have been in discussions with Todd Renfrow, Director of CWLP, and the earlier administration in order to garner relief and to simplify the lake lease formula for Lake Springfield lease holders. This five year on-going issue has yet to come to a resolution. Larry has continued to follow up with additional information as a result of a conversation with a member of the CWLP staff who made a comment regarding a comparison of Bloomington and Lake Springfield and the fact the our lake was “a good deal”. Larry’s fact gathering information indicates a different picture. This issue will once again be discussed with CWLP when a meeting can be scheduled to present this information.

Kent Anderson, of W. Lake Drive stated that his father was an original engineer that worked with Mr. Spaulding on the Lake Springfield project. He has original documentation which states that lake leases were to be used specifically for maintenance of the lake. Kent went on to say that his lease when renewed will go from $35 to $2000 annually. Therefore, he went before the Utilities Committee to discuss this issue. The aldermen directed the city attorney to draft language to put a freeze on all lake leases until this issue is resolved. Director Renfrow apparently nodded in agreement. Frank Edwards stated that he is also in favor of a new lease formula that is simpler and does not include such high increases. We all agreed that a reduction is necessary to the formula. The old issue of why do we pay property taxes on land that we don’t own was brought up. The answer to this was discussed at previous meetings. We were told that a State statute was passed years ago that allows for this to occur on Lake Springfield. Kent also suggested, as has been suggested in the past, that lease holders that have installed seawalls should be given credit for that on their lease amounts.

New Business Issues included a report on the annual Lobster Boil in September. Melinda O is again chairing this wonderful event and is looking for a few good helpers for setup and cleanup. If interested, please show up at the TRN Club on Sat. Sept 17th at 9:00 a.m. for setup and around 9:30 or 10:00 a.m. the next day for cleanup assistance. If several people volunteer, it makes it all go much faster. Volunteers at this time for setup included Riley, Tom H., Lynn B. and Garrett. Cleanup Volunteers included Riley and Garrett. No doubt others will also come forward to help in this spectacular event. Last year there about 350 dinners were served. Melinda did indicate that it is not necessary to stand in a long line throughout the night to receive your dinner. You can visit and then eat when you are ready. Lobsters can only be cooked 50 at a time. Therefore, the line can get long. Melinda will change the timing of the event to include an earlier startup time as dark fell while people will still getting their dinners last year.

Garrett asked for volunteers on the 2006 Events Planning Committee. This committee reviews current year activities and recommends to the full board which events will be sponsored by the association the next year. Some of these events include Clean up Day at the Lake, Lobster Boil/Escape to the Lake and many others. Volunteers for the 2006 committee include: Garrett, Melinda, Nancy B., Yvonne Brandis, Kim C., Paula Matea and the McFarlands.

Seaplane. Rich King stated that Joel Schnieder, Lake Springfield resident, has been seeking approval to land a seaplane on the lake and park at his home on Fox Mill Lane. Joel has already sought permission from Frank Edwards, Mayor Davlin and Director Renfrow. Sam X talked about the safety factor involved with 8 year olds sailing boats and 12 year olds operating PWC legally on our lake at this time. Sam discussed some of the FAA requirements that would come up by allowing this to occur. It was mentioned that landing a seaplane would not apply to just one lake resident but if approved, it would open the lake to all seaplanes.

Garrett asked for volunteers to assist in watering approximately 40 Rhododendrons recently planted at the Beach House. The Beach House will close August 7 with much of its staff returning to college. Therefore, they need volunteers to water the new plants 2 to 3 times a week for the next two months. Contact Garrett if interested in assisting in this effort.

Garrett provided a report on the membership directory to be published and distributed in September. There are now 340 paid members. This is nearly half of the lake residents and a very good number. If you know of anyone that has not yet paid their dues or completed the form that provides information for the directory, please have them do so immediately. There is about two weeks left to make the deadline for information to be included.

Garrett also made mention that our bylaws include the necessity for board members to attend meetings. If a board member misses four meetings in a row, they can be removed from the board. Garrett proposed that he lessons this by sending the board member a letter reminding them of their obligations. If that board member misses the next meeting, action could then be taken at that time.

Geese and Sea Gulls!!!! Steve Frank indicated that he is working hard for a humane solution to the large population of both geese and sea gulls on Lake Springfield. This has become an increasing and large problem for all.

Lynn B. indicated that the park district has purchased a dog to scare off the geese at Lincoln Greens near her home. Unfortunately, the dog doesn’t know the difference between geese and squirrels. Steve indicated that Island Bay is now considering the purchase of a dog as they have a severe problem with geese. Steve is working with DNR for a relocation or population control solution to this problem.
There are two lake events left on the 2005 Calendar of Events. Anchor Boat’s chicken fry is August 6, and on August 13th the End of Summer Bash at the Sangamo Club and a Poker Run at the Blue Ridge Club is scheduled.

Springfield Lake Shore Improvement Association Board Meeting
May 4, 2005 at the TRN Club

Motion to accept the February 2, 2005 board minutes by John A., 2nd by Larry M.

Jim S. gave a treasurers report on finances as well as the good news that 181 lease holders are signed up as members and 88 address signs have been ordered to date. According to Jim, we have a checking account balance of $5,652.54 and a savings account balance of $10,908.00 for an overall total of $16,560.54. This includes dues receipts of $4,222.08 that was received in the last two weeks. Nancy B. motioned to accept the report, Larry W. 2nd

Maureen Earley gave a presentation on the Yard to Yard Challenge to help beautify the city of Springfield. Anyone interested in entering this contest should visit www.yardtoyardchallange@illinoistimes.com to download the flyer and rules.

Steve Frank of CWLP expressed his appreciation to lake residents for their effort in ordering and posting the dock signage. Pads are available from CWLP for $75 to assist in any waste spillage due to boating accidents or other unintended water pollution. Steve thanks the association for their efforts in the upcoming cleanup day at the lake. Steve has been closely monitoring all construction and contractors near or on the lake. Concerns at the 2nd street project were addressed by core samples taken in the lake within the area affected by the runoff caused from heavy late winter rains. No significant silt was found in the lake due to this project. There was about an inch of silt found within the channel that could have been caused at this time. The county will be rip raping the entire runoff drainage ditch to alleviate further erosion. Steve indicated that the county cannot finish the drainage area until the lake level subsides. He then stated that CWLP is committed to keeping the lake at full pool.

John A. asked about the N. Lake Shore area and the proposed seven sediment ponds. Steve responded by agreeing to check on this situation.

Kim C. asked about the completion of the filter strips at Lick and Sugar Creek. 100 acres has been signed up for the project but it will take a much larger commitment for completion. EPA is offering monetary incentives for this project. CWLP has targeted certain farming areas.

Other information from Steve included a commitment to survey the entire lake for erosion and scheduling of rip rap to save the shoreline. Steve indicated they “can only do so much at one time”. _ of the survey is complete at this time. Barges and rock for rip rap is currently being scheduled. Price quotes can be garnered by contacting CWLP and to get on the list for a barge. Only full barges at approximately 8 tons for barge will be provided. No partial barges this year. Dan Brill will be happy come to your property and assist with assessing your needs for shoreline control. There is a 7 day window provided to lease holders to unload their barge. All barges are 1st come 1st serve. For more information call Dan Brill at 757-8660 ext. 1024 on this subject. 40 barges have already been scheduled for this year!

Clean Up Day is Saturday, May 7th. Signage is up to promote the event. Funds were garnered with a grant in the amount of $500.

Lake Lease Renewals were discussed but unfortunately no decision from Todd Renfrow and CWLP, as of yet. Some feedback would be helpful. Larry and Garrett will be in contact again to see where the issue is at this time. Jill L reported that Doug England told her “it would be very unlikely that CWLP will want to compromise with a new proposal”.

The I-55 noise problem was discussed. A copy of the IDOT approved noise study was obtained through the Freedom of Information Act and is on file with the Secretary of this organization. It does indicate that the noise level exceeds amount acceptable but that it does not affect enough residents to warrant the expense of a remedy. No one from the East side of I-55 has been contacted. Therefore, further study of the issue will be made by association members.

CWLP requested an RFP for the new power plant. They received only one bidder for this project. They had hoped for a minimum of two.
The Sherel Nutt LSIA scholarship program received 36 applications. The committee will meet on May 16th to go over the applications. The committee consists of Betsy Aiello, Dianna Furke, Garrett Deakin and Janice Spears.

Alderman Ward 1, Frank Edwards indicated that he will be offering an ordinance to the council recommending that the old marina known as Oak Harbor be downgraded and allowed to be turned into 4 single family homes. Discussion focused upon septics, sewers, and precedence this would put forth and what if any position the association will take. Melinda O recommended that the association is in agreement as long as it downgrades the lease usage and is not detrimental to the lake itself. Tom H. thought we should not take a stand. Many board members wanted to take a positive stance on the issue. Jill L agreed that we should support the homes because it lessens the usage of the land and alleviates problems already encountered with property usage. We understand the CWLP strongly opposes this new proposal. Frank E assured the association that the city would not be responsible for any costs associated with this project such as water, sewer or roads.

Alderman Edwards is interested in bringing the lake under the very same zoning ordinances that the rest of the city is required to abide by. This would allow lake residents and lease holders to enforce current zoning codes instead of arbitrary decisions made by past and current administrations.

A lengthy discussion occurred regarding lake residents that are required to pay sanitary district taxes but do not have access to sewer systems. We learned that out of 780 leaseholders, only about 250 are on sewers currently. 11 homes on East Lake Shore Drive have paid this tax for over 30 years and would like to get out of the district now. They have been told several tactics to use but apparently they must de-annex from the sanitary district. More information is necessary to find a solution to this situation.

Garrett provided an update on Harbor Point, the condo project. Steve F indicated that developers have 2 years to fulfill their commitments made in public meetings such as public boat docks, etc. The agreement was signed approx a year ago. They have until mid 2006 to dredge BD2, repair or build seawalls and install 20 boat docks for public use. Steve F will monitor this closely. Steve is working hard to also include a handicapped fishing area at this location. We understand that 4 units are currently sold. Developers have committed $135,000.00 to do the above indicated repairs. Some expressed concern about the money might not cover all the expenses.

Alderman Frank Edwards indicated and most agreed that boat docks would be a wise thing to have at Lincoln Greens Golf Course.
A new flyer went out in the CWLP bill indicating that the beach house in now free all year long. The association recently sent several ideas to garner more business for the beach house. The biggest issue is dealing with goose droppings, which is a nasty problem all around the lake.

Garrett presented a Light Up the Lake night where homes can be lit up for boaters to tour from the water. Another idea was an electric boat parade or pontoon parade. The suggestion was referred to the Events Committee.

Rob Flesher thanks the association for the 9 homeowners attending the annual Lake Club Association dinner/dance.

The Ironhorse Triathlon is scheduled for June 19th from 7:30 to noon on Father’s Day. Garrett is looking for boats and wave runners to arrive at the Lindsey Boat Ramp at 7:30 to assist in keeping the swimmers safe.

Open Floor Discussion was goose poop! CWLP has had a great deal of communication with DNR but no resolution to date. Lou Bird of the TRN Club won the 50/50 drawing. Nancy B made a motion to adjourn and Larry M 2nd at approximately 9:00 p.m.

President Garrett Deakin called the meeting to order at 7:00 PM.

A motion was made to approve the November 10, 2004 minutes by Tim Kearney with a second by Larry Michaud. Motion carried.

Jim Scheider gave the treasurerís report: $12,700 ($9,000 in savings and $3,700 in checking as of Feb. 1, 2005.
Garrett Deakin believes the 1:1 ratio (see previous board minutes) worked out by our association and CWLP will go forward. After some discussion, the Board decided that the option to purchase address signs for lake residents would be included in the next dues statement, along with an order form. Garrett will talk with CWLP officials to determine how delivery of signs can be arranged. Bill Martin from IDOT Dist. 6 headquarters will be contacting our association to discuss the noise level on the I-55 bridge and possible solutions. The county, city and EPA are all working on a solution to the runoff of water on South 2nd St. into Lake Springfield.
Discussion was held regarding having entertainment at the wine tasting party. Nancy Bartolomucci made a motion that we not have entertainment. Lynn Bierma seconded. Motion carried.


Garrett Deakin will be taking the applications for the Sherel Nutt Scholarship to area schools and lake clubs. As a reminder, the cities from which student can apply for the scholarships are: Chatham, Springfield and Rochester.

Garrett Deakin commended Larry Michaud for his work on the 2005 Lake Schedule of Events. There was some discussion about what to should be included on the schedule, with Larry Michaud indicating heíd make revisions and that the calendar would be ready for distribution in the very near future. It was decided by the Board that the local bass tournament should not be included; motion made by Nancy Bartolomucci with a second by Jim Scheider. Motion carried.

CWLP Property Manager Doug England gave an update on the condo property on the lake. The city is satisfied with the progress made by the developer. CWLP is also talking with Bob Gordon about progress at his marina.

Larry Michaud reminded the Board that our annual lake clean-up day will be held on May 7th, with people gathering for assignments at 9:30 AM at the Motor Boat Club. Sunny Stone is in charge of the event.

Marina update: Owners of the old marina want 4 residential units on the property. CWLP is opposing them on this issue, due to inadequate roads and sewer.

Jim Scheider will check into the feasibility of our association getting our own bulk mail code for mailings. We currently use Ford Printingís bulk mail code.

It was reported that a lake homeowner would like our association to work on getting a no wake zone moved out further on the south side of Vachel Lindsey Bridge. Tim Kearney made a motion to work with CWLP on this issue. Greg Pinto seconded. Motion carried.

Garrett Deakin and other lake homeowners attended a meeting of the Springfield Metropolitan Sanitary District regarding sewers for lake residents. Several lake lanes would like to bring sewers onto their homeownerís property. Cost: city pays º, the sanitary district pays º and the residents of the lane pay ‡.

Rob Flesher gave an update on behalf of the Council of Lake Clubs. He encourages lake homeowners to attend the public events held by the lake clubs. Most clubs are having fish fryís during Lent.

Election of Officers: By voice vote Jim Scheider and Garrett Deakin were re-elected to their positions of treasurer and president. Greg Pinto and Lynn Bierma indicated that they did not want to run again for VP and Secretary. Greg Pinto made a motion that Melinda OíConnor be elected as Secretary. Ron Tucker seconded. Motion carried. Greg Pinto made a motion to elect Kim Curry as Secretary; seconded by Riley Lane. Motion carried.

The Executive Board Committee will be made of the elected officers and John Aiello.
The Lake Clean-up Committee will be made up of Sunny Stone, Larry Michaud and Jill Leka.
The Audit Committee will be made up of Vicky McGaur and lake resident Lew Bird.
The Events Committee will be made up of Melinda OíConnor, Tom Cullen, Nancy Bartolomucci, along with lake residents Paula Mataya, Sally Lane and Betsy Aiello.
The Web Site Committee will be made up of Kim Curry and John Aiello.
The Membership Committee will be made up of Jim Scheider and John Aiello

JANUARY 12, 2005

President Garrett Deakin called the meeting to order at 7:07 PM.

Board members elected that evening to two vacancies, Rich Berning and Jack Madura, were also present.

Guests Present: Alderman Frank Edwards, CWLP Property Managers Doug England and Steve Frank, and City Engineer Jay Bartlett, and Neighborhood Police Officer Mike Vogel.
The Jan. 12, 2005 Annual Meeting was held at the Springfield Motor Boat Club. President Garrett Deakin convened the meeting at 7:00 PM.
Treasurer Jim Scheider gave the treasurerís report: $12,726.29 balance as of 12/31/04. Motion to approve by Tom Hiler with a second by Kim Curry. Motion carried.


Motion to approve the minutes of the last annual meeting held on January 14, 2004 by Tom Hiler with a seconded by Larry Michaud. Motion carried.

Alderman Edwards gave an update on the lake level. Itís being kept at full pool so that we donít run into the drought situation weíve had in past years, when the city depended on snow melt and spring rains to bring the lake level up in the spring. That hasnít always happened, forcing the city to deal with drought conditions because of low lake levels. Itís also very costly to pump water into Lake Springfield. In response to a question by a lake association member who asked if the lake was kept at full pool so that CWLP could sell more water to surrounding communities, CWLP assured the association that this is not the case.

Bob Gordon reported that 24 new slips were added, along with a total of 30 boat/trailer parking spaces, and new landscaping in 2004. 2005 will bring an additional 30 car-only parking spaces and additional landscaping. Heís planning on construction of a restaurant and hotel in 2006. He noted that his marina continues to sell CWLP license stickers for boats on Lake Springfield (no charge except for the city imposed fee for the stickers). Theyíre also stepping up dock work for lake homeowners. Mr. Gordon also emphasized that lake homeowners can set up accounts to charge for gas and various sundries.

Garrett Deakin and Larry Michaud gave an update on the lake lease negotiations with CWLP. Weíve proposed a 1:1 raito (1% of equalized value of land : 1% annual increase) on new leases only. Current leaseholders can keep their current leases if they want to, or go with the new plan. CWLP is considering this proposal. Member Kim Curry asked if lake homeowners can receive credit for improvements to their property. Mr. Deakin replied that this wasnít discussed. A question was asked regarding what the lake lease was actually for. CWLP representatives replied that it was for the opportunity to live on the lake on city owned property. CWLP also noted that we have the Lake Services dept., which acts as our street department. Member Tim Kearney noted that he would like to see the Board receive an itemized list of what weíre paying for in regards to the lease.

Alderman Frank Edwards noted that several homeowners feel that paying a lease is double-taxation (paying both property tax and a lease). A lease canít be called a rental because you canít tax rental property. He encouraged CWLP to address this issue.

Tom Hiler suggested that if we pay a lease our property taxes should be lowered. Other suggestions: take the lease amount off of property taxes; assessed value should be lowered. Another member noted that riprap for protection of the shoreline used to be done and paid for by CWLP, and wondered if weíre paying for this now because CWLP doesnít have the funds.

Jay Bartlett gave an update on the new power plant, and noted that theyíre on track for development. CWLP is in the process of getting all of the permits as opposed to permits have been completed. Specs have gone out and bids are due on April 7, 2005.

CWLP also reported that theyíre working with Sangamon County to keep the runoff of sediment into Lake Springfield from the construction on South 2nd St. to a minimum. Upon a comment from a homeowner that asked that the extra sediment be removed from Lake Springfield, CWLP responded that is was unlikely Sangamon County would pay for dredging. This is county project, but CWLP is helping them to stabilize the area.

Kim Curry gave an update on the web site, and told the general membership about board plans to offer sponsorships (links to sponsors on our web site) to help offset the cost. She also encouraged association members to sign up for the presidentís monthly email update.

Garrett Deakin reported on our 2005 events: two $500 Sherel Nutt Memorial Scholarships, a wine tasting party to be held at 7PM on February 26 and the Motor Boat Club, a clean up day on May 7 and a lobster boil on September 17 at the TRN Club.

Noise level update on I-55 bridge: IDOT agrees that the noise level on the I-55 bridge to too loud. Theyíre looking into what they can do to bring the noise level down. Garrett Deakin, Linda Long, Tim Kearney and Tom Cullen will continue to address this problem with IDOT.

Mike Vogel is the new Lake Springfield police officer. Heís a ten-year veteran of the force. He may be reached at spdboatcop@yahoo.com or 467-0437 (pager). Both e-mail and pager should be used for non-emergencies. Mike would like to explore getting a couple of jet skis to work in conjunction with the lake patrol to help police the lake.

Itís recommended that lake homeowners check the status of your flood insurance. Some mortgage companies are saying that we need flood insurance. Lake homeowners will need to get a letter from FEMA that states that we are not in a flood plain, if you donít want to pay for flood insurance.

Lakeside address signs: these signs are meant to be put up on the dock/lake side to help lake police and firefighters locate your house. A quote has been received from a local sign company. The dues letter to lake homeowners to join the association will have an option to purchase the sign. Lake Springfield police office Mike Vogel strongly encouraged homeowners to purchase the sign.

The Board nominating committee returned two names to the general membership to fill two vacancies on the Board: Rich Berning and Jack Madura. John Aiello and Tim Kearney motioned to accept the nominations and Tom Hiler seconded. With no other nominations from the floor, the motion carried by general voice vote of the general membership.

Larry Michaud reported that the 2005 Lake Schedule of Events will soon be completed and distributed.

The next Springfield Lake Shore Association Board meeting will be held on February 2, 2005 at 7PM at the Anchor Boat Club. General members are welcome to attend Board Meetings.

Motion to adjourn the Annual meeting at 9:00 PM was made by Loretta Michaud, with Kim Curry seconding. Motion carried.
